Committees

Certification Committee

Develop a reserve certification program.

The Certification Committee has culminated input and requests from agencies, with reserve officer programs, from around the state of Oregon in regards to what they believe would be an appropriate state-wide process for establishing certified reserve officers and deputies. The input was used by OARPO to develop the Certified Reserve Officer/Deputy Program. One of the required components of the Certified Reserve Officer/Deputy Program is for OARPO to establish the curriculum for the certified reserve academy to present to DPSST. OARPO regional representatives are contacting each established reserve academy in Oregon to obtain their curriculums and input on what should be established for the DPSST certified reserve academies. Membership is important, as members will have the strongest voice in deciding the details of the Certified Reserve Officer/Deputy Program.

Training Committee

Coordinate, conduct, sponsor & recommend.

OARPO regional representatives have already contacted many of the sheriff's offices and police departments in Oregon and have developed a database showing which agencies have reserve officer programs and how many reserve officers they have appointed. The database shows the established reserve officer academies in Oregon and which agencies are affiliated with them. All the data, received to date, has been posted on a quick reference visual representation that can be e-mailed to all agencies once it is completed. The data is incomplete as this time and the regional representative will contact every police department and sheriff's office in Oregon to complete the data.

OARPO is currently developing and hosting training for reserve officers, but when the data is completed, OARPO will be able to more easily facilitate and coordinate training needs for all reserve officers in Oregon as well as help to satisfy other resource needs. Membership will be a critical element to providing training and resource needs.

Legislation Committee

Recommend & track bills.

The Legislative Committee has selected liaisons to obtain endorsements from the major police organizations in Oregon for the Certified Reserve Officer/Deputy Program. The organizations include the Oregon Association of Chiefs of Police, the Oregon State Sheriffs Association, the Oregon Council of Police Associations, the Oregon Peace Officers Association, and the Department of Public Safety Standards and Training. Once endorsements are obtained, the Legislative Committee will approach the legislation with DPSST to secure the needed funds for DPSST to implement certified reserve officer academies and administrate the Certified Reserve Officer/Deputy Program. Membership will be a critical element to show the legislators that there is a strong need for funding the program.

Benefits and disability/liability Insurance Committee

Tracking what is available.

Research and development of legal representation, benefits, and insurance. To recommend and present the available options to the OAPRO Board with a cost analysis and action plan for implementation.

Membership Committee

Recruiting & retention.

Recruit membership and put together and mail welcome packets. Prepare member cards. Coordinate with the OARPO Treasurer for annual dues.

Union Liaison Committee

Develop rapport with agency union representatives to determine union related concerns as they relate to reserve officers. Develop a workable policy for statewide reserve manuals.

DPSST Liaison Committee

Coordinate training needs through training committee to develop resources through DPSST. Establish on-going training requirements for reserves. Develop a classification (Basic, Intermediate, and Advanced) for certified reserve officers, and the requirements for such certification.

Reserve Program/Academy Consolidation Committee

To collect reserve manuals and academy curriculums from reserve programs in the state, and develop from those one OARPO recommended operations manual and reserve academy curriculum.

Grants and Funding Committee

Coordinate with treasurer. Seek out and make application for grants and other sources of funding for the purposes of procuring equipment and training costs. Develop and implement a means of distributing equipment to reserve programs and academies.
