Financial

OARPO currently has $2,109.49.

Election

New By-Laws have not yet been voted on; this will be done in the Spring, and will be mailed to all members. There is still some discussion about the proposed changes to the By-laws.

Results of the Election are as follows:

  • Tom Freedland - President
  • Rod Bartholomew - Vice President
  • Liz Mulder - Secretary
  • Treasurer (There were two write in names, so the decision will be made soon)

Training

Active Shooter Training: January 29, 2005 (one day only) maximum students 20, 0800-1700. Rod will get the role players. $25.00 per person.

OARPO CONFERENCE

Next conference: Where, when? Rod will check on possible location at PPCC. There will be more discussion about the conference at the next meeting. We are looking for ideas and topics for the conference? Conference Committee: Rod Bartholomew, Lynn Benton, Liz Mulder, Mark Meister, Bob Keyser.

DPSST PRESENTATION

Eriks Gabliks: Presentation on Certified Reserve Officer/Deputy Program. There was only positive feedback from all of the chief's. Chief Grace will present to the Chief's meeting in January. Looking for support from Chief's, SO's, OPOA, OR Council of Police Assoc. (Bert will contact them).

Eriks Gabliks: Certified reserve officers, no money at DPSST to implement this program at this time. Eriks has requested funding, but has not heard yet if it has been approved, however, he has requested the funding in the past and it has been denied.

1995 Advisory committee: There was a state-wide survey to gather information about training programs. Lots of diversity state-wide in the amount of training.

Proposed 3 levels of reserves:
•  level 1 no weapon
•  level 2 with a certified officer
•  level 3 solo reserve

Training at 10 weeks through DPSST 400 hrs reduced to 320hrs. Reserves must meet the same standards as a full-time officer background etc. DPSST would have oversight in regards to: courses, instructors, and officers. Non-transferable: If you go through a program you still have to attend DPSST academy if hired as full-time. There needs to be a program coordinator, money for development, and money for instructor development. Coordinator would be a liaison for all coordinators around the state. No money available for this position/program.

Can OARPO help get this process going - waiting for the budget to get approved. The money needs to come from the legislature, or some other funding source
