members for voting and nominations. This information will be
sent out in a separate email. The voting will take place at the
next Board meeting in September.

LEGISLATIVE CHANGES
Chief Grace attended the meeting,
and brought the following information back
from the Oregon Association Chief's of Police.
Committee Review & Suggestions
Members meeting this morning agree that having a classification of
Certified Reserve Officer sounds reasonable and we liked the basic
concept being proposal by the OARPO. We would be happy to meet with you
and discuss our suggestions if requested. With that in mind, we make
the following suggestions that might be included in your definitions or
guidelines.
- Regular reserve officer status I classification should remain open to
individual agencies and per local regional standards.
This means that
agencies and reserve officers are hired based on acceptable standards as
determined within any local area, and that the Certified Reserve Officer
status is a goal and not an expectation for employment. Many agencies
employ career reserve officers who have no intention of full-time police
work.
- Certified Reserve Officer (CRO) status I classification must meet
State / OAR / DPSST standards and be optional for agencies, regions, and
individual reserve officers.
Reserve officers seeking to become a CRO
must meet the required 84 training hours every three years standard and
all other requirements should parallel those established for a full-time
police officer. This would add creditability and could be a starting
point for a CRO interested in obtaining employment as a full-time police
officer. The CRO would only need to attend a 2-week "refresher" academy
and not the full 10 / 16 week academy when hired full-time, This would
translate into cost savings for agencies statewide and reduce the time
it takes to hire full-time officers. Note: Adding a grandfather clause
would require a system of checks & balances to ensure uniformity and
maintain CRO standards.
- CRO must have the endorsement of the Chief or Sheriff employing the
reserve officer.
The may screen out those person9s) who are long-term
reserve officers, have numerous training hours, are not fully
participating in their program, but want the certification.
- Local agencies may set additional standards for advancement and/or
require that the reserve officer complete FTEP.
This gives the employing
agency the ability to ensure the reserve officer is fully functional and
meeting the standard based on merit and not longevity.

- Chiefs reserve certification committee gives OARPO feedback on their proposal
- OARPO returns proposal to Chiefs reserve certification committee
- Chiefs submit OARPO proposal to the Oregon Chief of Police Association
executive Board for endorsement consideration

The OARPO Board is working on getting backing from OSSA, OPOA and DPSST.
