The name of the organization is the Oregon Association of Reserve
Peace Officers (OARPO), special chapter of the Oregon Police Officers
Association (OPOA) under Article 2, Section 10 of the OPOA.
The mission of the Oregon Reserve Peace Officers Association is
to bring together the common interest of reserve programs in the
areas of standards, communications and training while raising
the levels of our professions.

enforcement agencies or individuals actively involved in Reserve
Program or Reserve Academy Administration in the State of Oregon.

Full-time peace officers employed by law enforcement
agencies within the state of Oregon.

Other organizations or individuals with an interest in
reserve law enforcement activities.

Section 2- APPLICATION PROCESS
Prospective members shall submit an application,
along with the appropriate dues check.
The application will be reviewed and the applicant
will be advised of his/her acceptance or denial in writing.
Section 3- DUES
Dues are applicable under Article 2, Section 5 of the OPOA Constitution.
Dues are payable on July 1st for regular annual membership.
Those members joining after January 1st,
of the following year will pay half of the OARPO and
the appropriate prorated OPOA dues.
Those members joining after May 1st will have their dues
fully applied to the next years membership.
ARTICLE III - MEETINGS
Section 1- OPERATING PROCEDURES
Meetings will be held at such a place and time as may be
determined by the Executive Board.
The Executive Board shall coordinate the annual OARPO conference.
Special meetings and training conferences may be held as
determined by the Executive Board.
Resolutions may be passed and acted on by
a majority of the Executive Board.
Robert's Rules of Order shall govern the meeting(s).
ARTICLE IV - OFFICERS
Section 1-OFFICERS
The officers shall consist of a President, Past-President,
Vice-President, Secretary, Treasurer, and Regional Representatives.
Regional Representatives shall be appointed by the Executive Board.
The regions shall be:
Region 1:
Clatsop, Columbia, Tillamook, Washington, Yamhill,
Multnomah, and Clackamas Counties.
Region 2:
Polk, Marion, Lincoln, Benton, Linn and Lane Counties
Region 3:
Douglas, Coos, Curry, Josephine, Jackson, Klamath, and Lake Counties
Region 4:
Hood River, Wasco, Sherman, Gilliam, Morrow, Umatilla,
Union, Wallowa, Jefferson, Deschutes, Crook, Wheeler,
Grant, Baker, Harney, and Malheur Counties
There may be two (2) Regional Representatives for each region.
Regional representatives must be OARPO members.
Section 2- TERM OF OFFICE
All terms of office shall be one year unless the person
holding the office resigns or is recalled.
Section 3- NOMINATING COMMITTEE
The Nominating Committee shall be composed of the Vice-President and the
Regional Representatives.
The duty of the Nominating Committee shall be to:
- Prepare and distribute a nomination notice to the membership
- Review names suggested from the membership and nominate
persons to be ratified for the offices of President and
Vice-President, Secretary, and Treasurer.
- Insure that all nominated members are members in good
standing and willing to serve.
Section 4- ELECTIONS
All elections shall be voted upon.
The candidate receiving a majority of the number
of votes for each office shall be declared elected.
Elections may be conducted by mail and/or e-mail.
Ballots shall be mailed or e-mailed to all current
members forty-five (45) days prior to the termination
of the term of office.
The ballots may be returned by e-mail or by secret
ballot via mail to the Association mailing address.
The ballots will be opened or reviewed and counted
fifteen (15) days prior to the termination of the
term of office by a Committee of three (3) non-candidate
members appointed by the Executive Board.
The results will be tabulated and the membership will
be notified of the results.
If no single candidate receives the majority of votes cast,
the tie shall be decided by a vote of the Regional Representatives.
Recall – Upon recommendation of a majority of two thirds of
the Executive Board, an officer may be recalled.
Any vacated position shall be filled by the Executive Board.
Section 5- THE PRESIDENT
The President shall preside at meetings of the
Oregon Reserve Peace Officers Association,
and act as chairman of the Executive Board.
If the President is unable to attend a meeting he or she
shall assign a member of the Executive Board,
normally the Vice-President,
to attend the meeting and assume the Presidential
responsibilities of the meeting.
The President shall appoint such standing and special committees
as authorized by the By Laws or by the Executive Board.
The President shall fill all vacancies of office for
the remaining term thereof,
with the exception of vacancies in the office of Vice-President,
which office must be filled by action of the Executive Board.
The President shall be responsible to the Executive Board
for the proper functioning of all committees,
and shall perform such other duties as may, from time to time,
be assigned to him/her by the Executive Board or
by resolution of the Oregon Association of Reserve Peace Officers.
The President shall serve for one (1) year after their term
of office expires as a member of the Executive Board holding
the title of "Past President."
Section 6- VICE-PRESIDENT
It shall be the duty of the Vice-President to perform all duties
of the President during his absence.
In the event of the resignation or retirement of the President,
the Vice-President shall become the President.
The Vice-President shall serve as the chair of the nominating committee.
Section 7- SECRETARY
The secretary shall take minutes at all executive and
general membership meetings.
Section 8- TREASURER
Treasurer shall keep a record of all monies due to the
Oregon Association of Reserve Peace Officers,
and shall safely keep and disburse the same under the
direction of the Executive Board.
At each meeting, he/she shall provide a report.
Section 9- REGIONAL REPRESENTATIVES
Regional Representatives shall:

Act as regional liaison for the OARPO board meetings or facilitate representation.

Be responsible for organization and coordination of training
within their region.

Assist in preparation of nominations for election.

Seek input of regional membership as to their needs for
training and information sharing.
ARTICLE V - EXECUTIVE BOARD
Section 1- MEMBERS
Membership of the Executive Board consists of the President,
Past-President, Vice-President, and Secretary, Treasurer.
Section 2- DUTIES OF THE EXECUTIVE BOARD
The Executive Board shall be the governing body of the
Oregon Association of Reserve Peace Officers,
and shall have authority to take all appropriate measures,
and to perform all duties required accomplishing the
objectives of the Oregon Association of Reserve Peace Officers.
They shall have such specific powers that are conferred
upon them by the By Laws.
They shall keep a record of their proceedings,
and report at the annual meeting. The President,
Vice-President, Secretary, and Treasurer are authorized
to sign checks.
ARTICLE VI - COMMITTEES
Section 1-APPOINTMENTS
The President shall appoint such committees as may be
authorized by resolution of the Association or by the Executive Board.
ARTICLE VII - AMENDMENTS
Section 1-AMENDMENTS
These By Laws may be altered by a majority vote of the members.
ARTICLE VIII - DISSOLUTION
Section 1- DISSOLUTION OF THE ASSOCIATION
Upon the dissolution of the Oregon Association of Reserve Peace Officers,
the Executive Board shall, after paying or making provisions for
payment of all the liabilities of the Association of Reserve Peace Officers,
dispose of the remaining funds by transferring the money to the
Oregon Police Officers Association with a full accounting of the
expenditures.
